Call for Proposals
Colleges and Institutes Canada (CICan) is pleased to announce, under the BCDI 2030 – Canadian International Development Scholarships, the launch of four calls for proposals:
- One institutional partnership with the UEMOA Commission and,
- Three institutional partnerships in Egypt.
The institutional partnership established with the West African Economic and Monetary Union (UEMOA) Commission, headquartered in Burkina Faso, focuses on governance and leadership:
- UEMOA Commission (B09): Governance, management, and women’s leadership.
The project will focus in particular on building management capacity, and more specifically, human resources management capacity, among the UEMOA Commission’s senior management and human resources professionals. It includes a component on women’s leadership.
Three institutional partnerships in Egypt aim to support the development of training programs in the following areas:
- New Cairo Technical University (B10): Artificial Intelligence, Smart Agriculture.
The project will focus on expanding the career pathways available through the Information Technology degree program by adding new specializations in Artificial Intelligence, and Smart Agriculture Technology, and the development of a technology transfer centre to support entrepreneurs and start-ups.
- Nile University (B11): Digital Agriculture, Water Science, and Food Security
The project will focus on developing curricula in the new water science and food security program and a professional diploma in digital agriculture.
- NTG Applied Technology Schools (B12): Networking, Programming, Artificial Intelligence
The project will focus on the development of curricula, especially for AI, linking student projects to the Information and Communication Technology (ICT) needs of the Egyptian agriculture industry, and on leadership and teacher training.
Funded by Global Affairs Canada, the BCDI 2030 is administered by a consortium formed by Colleges and Institutes Canada (CICan) and Universities Canada (UnivCan). This call for proposals is therefore open to Canadian postsecondary institutions that are members of CICan or Universities Canada, subject to the themes specified in the terms of reference.
Deadline: The call closes on October 23, 2026, at 3:00 p.m. (EDT).
Proposals must be submitted in French for the partnership with the UEMOA Commission and in English for partnerships involving Egypt.

This session will provide an overview of the initiative, explain the proposal submission process, and offer participants an opportunity to ask questions.
