Call for Proposals: Development and Delivery of Pre-Arrival Employment and Learning Tools

Colleges and Institutes Canada (CICan) is pleased to invite proposals from its member institutions for the development and/or delivery of new content as part of the Planning for Canada program, a pre-arrival service funded by Immigration, Refugees and Citizenship Canada (IRCC) and managed by CICan.

Planning for Canada provides high-impact, personalized support to newcomers approved for permanent residency in the economic and family immigration streams. Delivered in partnership with CICan and other national stakeholders, the program helps future Canadians prepare for life and work in Canada—before they arrive.

With renewed funding through 2028, Planning for Canada is expanding its service offering and seeking CICan member expertise to co-develop and implement a new suite of learning tools and live sessions.

Scope of the Call

Applicants may submit a proposal in response to one or more of the following activity streams:

  1. Development and delivery of employment workshops
    Create content and facilitate live sessions (delivered every two months) on topics such as resume writing, job interviews, and Canadian workplace culture.
  2. Development of simulation-based learning tools
    Design interactive, scenario-based materials that enhance orientation and practical preparedness for newcomers.
  3. Creation of eLearning modules and scripts
    Produce asynchronous digital learning content.
  4. French translation, including adaptation and narration
    Translate — including adaptation of content to Francophone context — of employment workshops, simulation-based learning tools, and eLearning modules and scripts.

Consortium applications are welcome and strongly encouraged, particularly for proposals involving translation, bilingual delivery, and broader collaboration.

Eligibility

This Call for Proposals is open to all CICan member institutions in good standing. Institutions may apply individually or as part of a consortium.
