Project Description

Colleges and Institutes Canada (CICan) implemented the Education for Employment Program (EFE Andes) in 3 Andean countries- Bolivia, Colombia and Peru- through a broad range of partnerships with regional and national governments as well as employers, unions, employment agencies and educational institutions. EFE Andes aimed at contributing to sustainable economic growth by investing in human capital; improving technical and vocational education and training opportunities focused on competency-based approach; and creating an enabling environment for young people to have access to employment including self employment. EFE Andes targeted people in vulnerable situations, particularly youth and women from rural and peri-urban areas providing them with life and job skills.

In Bolivia, CICan focused on educational policy by contributing to Educational Law 070 (Avelino Siñani) with a set of tools that promote effective transition to a competency-based approach. While in Colombia, CICan assisted the National Training Agency (SENA) to align training programs with local labour demands. Also, at the institutional level, a clean technology for removal of mercury in the extraction process of gold was developed. And, in Peru, CICan improved collaboration between the Ministry of Education and the Ministry of Labour in order to increasse employment opportunities.

Key Outcomes

Bolivia:

  • 1,353 (1,230 male/123 female) students gained industry relevant skills;
  • 699 (595 male/104 female) students received occupational guidance
  • 1,261 (875 male/386 female) teachers trained in Competency Based Education and Training (CBET) approach
  • 250 (222M/28F) Managers and staff from TVET institutes and Ministry of Education staff trained on CBET; (v) 154 companies consulted;
  • 63 agreements with industry signed.

Colombia:

  • 104 young persons (25 male/79 female) provided with opportunities to generate sustainable income;
  • 1,216 (559 male/657 female) participants completed CBET programs;
  • 76 (41 male/35 female) instructors trained;
  • 83 competency standards improved;
  • 11 Agricultural Production Business Units created.

Peru:

  • 990 (374 male/616 female) students received employment services;
  • 187 (119 male/68 female) teachers and specialists from TVET institutes trained;
  • 449 (283 male/166 female) staff from Ministries of Education and Labour trained in CBET;
  • 63 agreements with industry signed;
  • 83 (44 male/39 female) teaching and managerial staff from TVET institutes trained on Job Bank and Job Hunting Counselling Services;
  • 1,697 students’ (909 male/788 female) employable skills assessed.
