Joe is a second generation Member of Parliament, who represented the Eastern Ontario riding of Leeds-Grenville from 1997 to 2004. He is a former Parliamentary Secretary to Prime Minister Jean Chrétien, a former Parliamentary Secretary to the President of the Treasury Board and in 2003 was sworn to the Queen’s Privy Council for Canada.
His political tenure included membership on the Heritage, Environmental, Procedure & House Affairs, Public Accounts and Government Operations & Estimates Standing Committees of the House of Commons.
Prior to entering public life, Joe taught in the Business Department at St. Lawrence College and completed international teaching assignments in both Ethiopia and Eastern Europe.
He holds a Master’s Degree in Business Administration from Clarkson University, Potsdam, New York and has completed the Directors Education Program through the Institute of Corporate Directors.
Since leaving active politics, Joe returned part time to his teaching roots, regularly lecturing at a number of Canadian and American universities, including designing and delivering the Government Relations course at the Rotman School of Management, University of Toronto. In 2006, 2010 and 2011 he was awarded the Teaching Excellence Award from the University of Toronto. He writes and speaks extensively on the relationship between business and government.
